| | Resolution of Commendation
June 25, 2002
WHEREAS, Cynthia Waddell received a Bachelor of Arts Cum Laude
from the
University of Southern California, attended Cambridge University,
England, as a USC-Cambridge Scholar, and was a Dan Bradley Fellow at the
Employment Law Center in San Francisco, California; and
WHEREAS, Cynthia Waddell holds a Juris Doctorate from Santa Clara
University
School of Law where she was designated a Public Interest Disability
Rights Scholar, and is a nationally and internationally recognized expert in
the field of electronic and information technology; and
WHEREAS, Cynthia Waddell has worked for the past decade as an ADA
consultant or
employee for universities and governments including the US Department of
Justice, the City of San Jose, Santa Clara University, and Santa Clara
County where she has served as a tireless advocate for the entire community
of people with disabilities; and
WHEREAS, Cynthia Waddell developed the first Web Disability Access Design
Standard, that won the League of California Cities Helen Putnam Award
for Excellence, was recognized by the Federal government as a “best
practices” model for the nation, and was subsequently adopted by many
jurisdictions in the US and abroad, so that Internet government services
could reach the widest possible audience; and
WHEREAS, Cynthia Waddell has lectured at various universities, presented
at
international conferences, received numerous awards, served on several
boards and published a number of papers on law and policy for information
technology, including her influential work, “Applying the ADA to the
Internet: A Web Design Standard,” that was cited by the National Council
on Disability in the Council’s 2001 report The Accessible Future;
and
WHEREAS, Cynthia Waddell was appointed to the Santa Clara County Advisory
Commission for Persons with Disabilities in April, 1994, was elected to
the Chair in 1996, and led the creation and promotion of the annual event in
October regarding Awareness of Employment of People with Disabilities Month.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the
County of Santa Clara does hereby commend
CYNTHIA WADDELL
for her commitment, service, dedication and passion for improving the life of
people with disabilities in Santa Clara County.
Passed and Adopted, this Twenty Fifth Day of June, Two thousand and Two
by unanimous vote.
