  • Professor of International Law at the Universities of Murcia and Madrid
  • Created and directed the Program "Sí, Spain" at the National Capital Freenet in Ottawa,  inaugurated on the 2nd of May 1994.
  • Directed  the Hypertext version of  "Sí, Spain" (web site) program, the first Embassy on the  Internet in July 1996.

  • Presently Director of "Sí, Spain" 2.0.  Currently being translated into Spanish, German and French, and sponsored by the Spanish Ministry of Foreign Affairs through the Directorate General of Cultural Affairs. http://www.SiSpain.org/
  • Presented a Paper for the "Internet Users Association" (AUI) Congress in Madrid in February 1997, on the "Uses of Internet in the diplomatic activity".
  • Elected on April 1997 for the Board of Trustees of the ISOC (Internet Society)
