Operated by the CQC since 1981, the PADD program's governing legislation is the federal Developmental Disabilities Assistance and Bill of Rights Act, most recently amended in 2000. The Act requires the State to have a "protection and advocacy" program which has the authority to "pursue legal, administrative and other appropriate remedies."
