Pennsylvania Protection and Advocacy, Inc. (PP&A, Inc.) is an independent, nonprofit agency mandated by the federal government to protect and advocate for the rights of people with disabilities. Three Federal Acts mandate the existence of PP&A, Inc. (Developmental Disabilities Assistance and Bill of Rights Act of 2000, P.L. 102-402; Protection for Individuals with Mental Illness Act, P.L. 106-310; Protection and Advocacy for Individual Rights, P.L. 102-569). These Acts authorize the agency to investigate abuse, neglect and rights violations; require the agency to be independent and free of conflicts; and provide that the agency may take any necessary steps to resolve issues.
